The fog lamp sits low in the bumper, directly in the path of stones thrown up from the road. Once the lens cracks, moisture gets in, the reflector goes dull and the beam scatters even though the lamp still lights. Replace it even if the crack looks minor.
On a Setra the fog lamp housing bolts to the bumper itself. If the bumper is deformed, a new lamp will not seat square and the beam points down. Check that the recess is flat before fitting.
